EYES: First check the victim for contact lenses and remove if present. Flush victim's eyes with water or normal saline solution for 20 to 30 minutes while simultaneously calling a hospital or poison control center. Do not put any ointments, oils, or medication in the victim's eyes without specific instructions from a physician. IMMEDIATELY transport the victim after flushing eyes to a hospital even if no symptoms (such as redness or irritation) develop.

Safe StorageStore in an area without drain or sewer access. Provision to contain effluent from fire extinguishing. Separated from strong oxidants and food and feedstuffs.
Fire Fighting ProceduresExtinguish fire using agent suitable for type of surrounding fire. Material itself does not burn or burns with difficulty. /Trichlorophenol/
Cleanup Methods · 3 items

Land Spill: Dig a pit, pond, lagoon, or holding area to contain liquid or solid material. /SRP: If time permits, pits, ponds, lagoons, soak holes, or holding areas should be sealed with an impermeable flexible membrane liner./ Cover solids with plastic sheet to prevent dissolving in rain or fire fighting water. /Trichlorophenol/

Water Spill: Use natural deep water pockets, excavated lagoons, or sand bag barriers to trap material at bottom. If dissolved, apply activated carbon at ten times the spilled amount in region of 10 ppm or greater concentration. Remove trapped material with suction hoses. Use mechanical dredges or lifts to remove immobilized masses of pollutants and precipitates. /Trichlorophenol/

Toxicology

Environmental Fate · 4 items

It is generally accepted that chlorinated phenols will undergo photolysis in aqueous solutions as a result of ultraviolet irradiation and that photodegradation leads to the substitution of hydroxyl groups in place of the chlorine atoms with subsequent polymer formation. /Chlorinated phenols /

TERRESTRIAL FATE: Based on a pKa of 5.8(1), 2,3,6-trichlorophenol is expected to dissociate significantly in moist soil surfaces. Based on a recommended classification scheme(2), a Koc value of 2,700(SRC), determined from a log Kow of 3.77(3) and a recommended regression-derived equation(4), indicates that 2,3,6-trichlorophenol is expected to have slight mobility in soil, but the mobility of the anion is expected to be greater than that of the neutral species(5). Volatilization of 2,3,6-trichlorophenol is not expected from moist soil surfaces(SRC) given an estimated Henry's Law constant of 2.3X10-7 atm-cu determined from a fragment constant estimation method(6). 2,3,6-Trichlorophenol is not expected to volatilize from dry soil surfaces given its estimated vapor pressure of 0.002 mm Hg at 25 °C(7,SRC). This compound is expected to biodegrade in soils with a biodegradation half-life of about 25 days and a lag period of 23 days as determined from a mixed culture study(8).

AQUATIC FATE: Based on a pKa of 5.8(1), 2,3,6-trichlorophenol is expected to dissociate significantly in most aquatic systems. Based on a recommended classification scheme(2), an estimated Koc value of 2,700(SRC), determined from a log Kow of 3.77(3) and a recommended regression-derived equation(4), indicates that 2,3,6-trichlorophenol is expected to adsorb to suspended solids and sediment in water(SRC),. 2,3,6-Trichlorophenol is expected to volatilize slowly from water surfaces(4,SRC) based on an estimated Henry's Law constant of 2.3x10-7 atm-cu m/mole(SRC), determined from a fragment constant estimation method(5). Estimated volatilization half-lives of 2,3,6-trichlorophenol for a model river and model lake are 127 and 927 days, respectively(4,SRC). 2,3,6-Trichlorophenol is expected to undergo photolysis in surface waters with an aqueous photodegradation half-life on the order of a few hours(6). According to a classification scheme(7), the potential for bioconcentration in aquatic organisms is considered high based upon a BCF value of 400(4,SRC) determined from its log Kow(3). 2,3,6-Trichlorophenol is expected to biodegrade in water with a biodegradation half-life of about 25 days and a lag period of 23 days as determined from a mixed culture study(8).

ATMOSPHERIC FATE: According to a model of gas/particle partitioning of semivolatile organic compounds in the atmosphere(1), 2,3,6-trichlorophenol, which has an estimated vapor pressure of 0.002 mm Hg at 25 °C(2), is expected to exist solely as a vapor in the ambient atmosphere. Vapor-phase 2,3,6-trichlorophenol is degraded in the atmosphere by reaction with photochemically-produced hydroxyl radicals(SRC); the half-life for this reaction in air is estimated to be about 8 days(3,SRC).

This action promulgates standards of performance for equipment leaks of Volatile Organic Compounds (VOC) in the Synthetic Organic Chemical Manufacturing Industry (SOCMI). The intended effect of these standards is to require all newly constructed, modified, and reconstructed SOCMI process units to use the best demonstrated system of continuous emission reduction for equipment leaks of VOC, considering costs, non air quality health and environmental impact and energy requirements. Chlorophenols is produced, as an intermediate or final product, by process units covered under this subpart. /Chlorophenols/
