The Agency has completed its assessment of the dietary, occupational, drinking water, and ecological risks associated with the use of pesticide products containing the active ingredient Alkyl Dimethyl Benzyl Ammonium Chloride (ADBAC). Based on a review of these data and on public comments on the Agency's assessments for the active ingredient, ADBAC, the Agency has sufficient information on the human health and ecological effects of ADBAC to make decisions as part of the tolerance reassessment process under FFDCA and reregistration process under FIFRA, as amended by FQPA. The Agency has determined that ADBAC-containing products are eligible for reregistration provided that: (i) current data gaps and confirmatory data needs are addressed; (ii) the risk mitigation measure outlined in this document is adopted; and (iii) label amendments are made to reflect this measure. ... Based on its evaluation of ADBAC, the Agency has determined that ADBAC products, unless labeled and used as specified in this document, would present risks inconsistent with FIFRA. Accordingly, should a registrant fail to implement the risk mitigation measure identified in this document, the Agency may take regulatory action to address the risk concerns from the use of ADBAC. If all changes outlined in this document are incorporated into the product labels, then all current risks for ADBAC will be substantially mitigated for the purposes of this determination. Once an Endangered Species assessment is completed, further changes to these registrations may be necessary as explained in Section III of this document.
As the federal pesticide law FIFRA directs, EPA is conducting a comprehensive review of older pesticides to consider their health and environmental effects and make decisions about their continued use. Under this pesticide reregistration program, EPA examines newer health and safety data for pesticide active ingredients initially registered before November 1, 1984, and determines whether the use of the pesticide does not pose unreasonable risk in accordance to newer saftey standards, such as those described in the Food Quality Protection Act of 1996. Alkyl dimethyl ethylbenzyl ammonium chloride is found on List A, which contains most pesticides that are used on foods and, hence, have a high potential for human exposure. List A consists of the 194 chemical cases (or 350 individual active ingredients) for which EPA issued registration standards prior to FIFRA '88. Case No: 0350; Pesticide type: antimicrobial; Registration Standard Date: 9/30/885 PB86-169406, 9/1/85 PB87-138749; Case Status: OPP is reviewing data from the pesticide's producers regarding its human health and/or environmental effects, or OPP is determining the pesticide's eligibility for reregistration and developing the RED /Reregistration Eligibility Decision/ document.; Active ingredient (AI): alkyl dimethyl ethylbenzyl ammonium chloride; AI Status: The producers of the pesticide have made commitments to conduct the studies and pay the fees required for reregistration, and are meeting those commitments in a timely manner.

Fire Fighting Procedures
Alcohol foam, carbon dioxide, dry chemical, water fog.
Suitable extinguishing media: Use water spray, alcohol-resistant foam, dry chemical or carbon dioxide.
Special protective equipment for fire-fighters: Wear self contained breathing apparatus for fire fighting if necessary.
Cleanup Methods
Personal precautions: Use personal protective equipment. Avoid dust formation. Avoid breathing dust. Ensure adequate ventilation. Evacuate personnel to safe areas.
Environmental precautions: Prevent further leakage or spillage if safe to do so. Do not let product enter drains. Discharge into the environment must be avoided.
Methods for cleaning up: Pick up and arrange disposal without creating dust. Keep in suitable, closed containers for disposal.
Disposal Methods
SRP: Criteria for land treatment or burial (sanitary landfill) disposal practices are subject to significant revision. Prior to implementing land disposal of waste residue (including waste sludge), consult with environmental regulatory agencies for guidance on acceptable disposal practices.
Observe all federal, state, and local environmental regulations. Contact a licensed professional waste disposal service to dispose of this material. Dissolve or mix the material with a combustible solvent and burn in a chemical incinerator equipped with an afterburner and scrubber.
Spillage Disposal
Personal protection: chemical protection suit including self-contained breathing apparatus. Do NOT let this chemical enter the environment. Sweep spilled substance into containers or absorb liquid in sand or inert absorbent and remove to safe place.
Preventive Measures
SRP: The scientific literature for the use of contact lenses by industrial workers is inconsistent. The benefits or detrimental effects of wearing contact lenses depend not only upon the substance, but also on factors including the form of the substance, characteristics and duration of the exposure, the uses of other eye protection equipment, and the hygiene of the lenses. However, there may be individual substances whose irritating or corrosive properties are such that the wearing of contact lenses would be harmful to the eye. In those specific cases, contact lenses should not be worn. In any event, the usual eye protection equipment should be worn even when contact lenses are in place.
Handling: Avoid contact with skin and eyes. Avoid formation of dust and aerosols. Provide appropriate exhaust ventilation at places where dust is formed. Normal measures for preventive fire protection.
In case of skin contact: Take off contaminated clothing and shoes immediately. Wash off with soap and plenty of water. Consult a physician.
In case of eye contact: Rinse thoroughly with plenty of water for at least 15 minutes and consult a physician.
Hygiene measures: Handle in accordance with good industrial hygiene and safety practice. Wash hands before breaks and at the end of workday.

Environmental Fate
TERRESTRIAL FATE: Based on a classification scheme(1), a Koc range of 640,389 to 6,171,657(2) indicates that benzalkonium chloride is expected to be immobile in soil(SRC). Benzalkonium chloride is a cationic quarternary salt(2) and cations generally adsorb more strongly to soils containing organic carbon and clay than their neutral counterparts(3). Benzalkonium chloride is not expected to volatilize from dry soil surfaces(SRC) based upon a vapor pressure of 3.53X10-12 mm Hg(2). Benzalkonium chloride is considered to be stable to microbial degradation(2).
AQUATIC FATE: Based on a classification scheme(1), a Koc range of 640,389 to 6,171,657(2) indicates that benzalkonium chloride is expected to adsorb to suspended solids and sediment(SRC). Benzalkonium chloride is a quarternary salt(2) and will exist entirely in the cation form at pH values of 5 to 9 and therefore volatilization from water surfaces is not expected to be an important fate process(3). Bioconcentration in freshwater fish of benzalkonium chloride is expected to be low(SRC) as this compound is strongly absorbed to sediment(2). Benzalkonium chloride is considered to be stable to microbial degradation(2).
ATMOSPHERIC FATE: According to a model of gas/particle partitioning of semivolatile organic compounds in the atmosphere(1), benzalkonium chloride, which has a vapor pressure of 3.53X10-11 mm Hg(2), is expected to exist solely in the particulate phase in the ambient atmosphere. Particulate-phase benzalkonium chloride may be removed from the air by wet or dry deposition(SRC). Benzalkonium chloride does not contain chromophores that absorb at wavelengths >290 nm(4) and therefore is not expected to be susceptible to direct photolysis by sunlight(SRC).
Toxicity Summary

Human Toxicity Excerpts
/HUMAN EXPOSURE STUDIES/ In patch testing, the irritant benzalkonium chloride and several allergens produced maximal reactivity in the upper back, ... an observation recently extended to the middle scapula.
/HUMAN EXPOSURE STUDIES/ ... 1,927 patients with chronic eczema (mean age 44.3 years, 601 males, 1,326 females) were patch tested with selected excipients. The main rates of sensitization observed were: thiomersal 11.3%, wool alcohols 4.0%, phenylmercuric acetate 3.1%, formaldehyde 2.5%, dodecyl gallate 2.0%, Bronopol 1.9%, dibromodicyanobutane/ phenoxyethanol (1:4) 1.7%, chloracetamide 1.6%, chlorhexidine digluconate 1.5%, Kathon CG 1.4%, parabens 1.1%, diazolidinyl urea 0.9%, imidazolidinyl urea 0.7%, benzalkonium chloride 0.7%, and Quaternium-15 (quaternary ammonium salt) 0.7%...
/HUMAN EXPOSURE STUDIES/ ... Data of 42,898 patients tested with benzalkonium chloride (BAC) 0.1% in pet. in 3 different series (topical drugs, ophthalmics, and disinfectants) in the departments of the Information Network of Departments of Dermatology between 1996 and 2006 was analysed. RESULTS: Overall, morphologically 'positive' reactions were rare, 0.6-1.5%, with a total of 41 stronger positive reactions. Concordance, assessed in 3322 patients tested in duplicate, was low (kappa coefficient 0.15, 95% CI: 0-0.31). Positive test reactions were observed significantly more often in the disinfectants series compared with the 2 other series, indicating that suspected exposure to disinfectants may be associated with sensitization. However, variation of stronger BAC test positivity across potentially relevant (occupational) groups was non-significant. CONCLUSION: This analysis of routine clinical data and a number of previous reports add further, if weak, evidence to the notion that BAC is a contact allergen, albeit a very rare one.
/HUMAN EXPOSURE STUDIES/ BACKGROUND: Occupational skin diseases, including allergic contact dermatitis (ACD), irritant contact dermatitis, and allergic contact urticaria (ACU), occur commonly among health care workers (HCWs). PURPOSE: To evaluate the etiology of the various skin diseases afflicting HCWs evaluated for suspicion of ACD and/or ACU and to identify the most common allergens among HCWs found to have ACD and/or ACU. METHODS: A total of 1434 patients underwent patch testing. The demographic data and most common allergens for HCWs (n = 100) and non-HCWS (n = 1334) were compared. RESULTS: HCWs were statistically more likely than non-HCWS to be female, have hand dermatitis, and have a history of atopy. HCWs were also more likely to have work-related ACD especially to quaternium-15, thiuram, carba mix, glutaraldehyde and benzalkonium chloride, and to have ACU to latex...

Benzalkonium Chloride was not detected in any of the four subjects.
A 50 uL drop of (14)C-Benzalkonium Chloride solution was placed on the corneal surface (lids held open) of young and adult New Zealand albino or Dutch belted rabbits. Normal blinking resumed after the lower lid was elevated to prevent fluid runoff. At various intervals after administration, the eye was washed with at least 1 mL saline and the following tissues and fluids were removed: bulbar and palpebral conjunctiva, aqueous humor, corneal epithelium, endothelium and stroma, iris-ciliary body, lens, vitreous, retina, and choroid. A plasma sample was obtained by direct cardiac puncture. Multiple drops of the radioactive solution were also applied. After administration of one drop, Benzalkonium Chloride was found in the corneal epithelium, endothelium, and stroma, and in the bulbar and palpebral conjunctivae. At no time was radioactive material found in the aqueous humor or any other tissues. Benzalkonium Chloride loss from ocular tissues was such that about one-third to two-thirds of its concentration (depending on the tissue) at 30 min remained after 24 hr; measurable values existed for as long as 120 hr. The administration of multiple drops led to continued accumulation of Benzalkonium Chloride.

Methods of Manufacturing
It can ... be made by preparing a primary amine from a fatty acid or a blend of fatty acids, then methylating the primary amine to form dimethyl alkylamine. This tertiary amine is then quaternized with benzyl chloride.
By treating a solution of N-alkyl-N-methylbenzylamine in suitable organic solvent with methyl chloride, the solvent being so chosen that the quaternary compound precipitates as it is formed.

General Manufacturing Information
A typical quaternary ammonium salt
These salts are often called cationic surfactants or cationic detergents because their aqueous solutions have low surface tensions. Collectively they are referred to as "quaternary ammonium compounds" or QAC.
Of practical importance is its compatibility with phosphate buffers, pilocarpine hydrochloride, and physostigmine sulfate ... About 1/2 of the commercial ophthalmic solutions contain benzalkonium chloride, often with other antimicrobial agents, such as EDTA.
Probably the most widely used cationic surfactant, employed at use concentrations of 0.1% (and less) as germicide and sanitizer for chemically clean surfaces. Commercially avail as concentrated aqueous solution (2 to 50%).
