Following isolation, the formula (I) quinoline-2,3-dicarboxylic acid is heated to about 70° to 95° C. with an excess of acetic anhydride to yield the formula (IX) 2,3-quinolinedicarboxylic anhydride, having the structure: ##STR4## wherein L, M, Q and R7 are as described above. A co-solvent such as pyridine or pyridine-dimethoxyethane may also be used in this reaction, but is not essential to obtain the desired product.
