The triazole (3) (1.5 g, 5.64 mmol) was added to 47 ml of HOAc, and then 14 ml 30% H2O2 added. The mixture was warmed 4 hours at 50° C., then cooled to room temperature and poured into H2O. The precipitate was filtered and dried, yielding 1.09 g of 1-ethyl-7,8-dichloro-1,2,4-triazolo[4,3-a]quinoxalin-4(5H)-one (4).
