A mixture of 1-cyclopropyl-5,6,7,8-tetrafluoro-1,4-dihydro-4-oxoquinoline-3-carboxylic acid (2.0 g), 4-formylpiperazine (0.75 g), and pyridine (30 ml) was stirred at 50° C. for 1 hour. The reaction mixture was concentrated to dryness under reduced pressure. The residue was mixed with water and extracted with chloroform. The extract was dried, and chloroform was evaporated. Ethanol was added to the residue, and the precipitated crystals were collected by filtration. Recrystallization from chloroform-ethanol gave 1-cyclopropyl-5,6,8-trifluoro-7-(4-formyl-1-piperazinyl)-1,4-dihydro-4-oxoquinoline-3-carboxylic acid (1.58 g), m.p. 290°-297° C.
