Procedure

26.0 g of N,N-diallylhomopiperidinium bromide (EXAMPLE 3) and 3.34 g of diallylammonium chloride (EXAMPLE 7) were dissolved in 29.0 g of deionized water to make a 50% solution of the monomer. To it was added 1.8 9 of 2,2′-azobis(2-amindinopropane) dihydrochloride and the reaction mixture was bubbled with a slow stream of nitrogen gas for 45 minutes. While stirring, the temperature was raised to 70° C. and the reaction mixture was stirred at 70° C. for 48 hours. After cooling to room temperature the polymer solution was diluted with 39 g of deionized water to make 30% polymer solution.
