A 25% w/w solution of sodium methoxide in methanol (700 ml, 5.15 mmol) was added to a suspension of 2,3,6,7-tetrachloroquinoxaline (175 g, 0.653 mol) in methanol (1.4 L) at the reflux temperature and the mixture was maintained at the reflux temperature for 4 hours. The mixture was cooled and water (2.1 L) added. The slurry was filtered, the solid was washed with water (0.35 L) and isopropanol (0.175 L) to give 6,7-dichloro-2,3-dimethoxyquinoxaline (159 g, 94%) as a beige solid, m.p. 146-148° C.
