100 gms of dimethyl hydrogen phosphite and 25 gms of phosphorus oxytrihalide are mixed and reacted then 15 gms of ethyl alcohol are added and reacted. Cl2 and HCl evolves from the mixture. 50 gms of melamine are added then heated to 150°-200° C. while agitating for about 30 minutes, thereby producing a melamine salt of dimethyl phosphite-diethyl phosphate. The mixture is then cooled and the solid is pulverized into a powder.
