Procedure
A 5 L round bottom flask was charged with 2,3-dichloropyrazine (1000 g, 6.7 mol), hydrazine monohydrate (700 g, 14 mol) and absolute EtOH (2 L). The resulting solution was refluxed under N2 overnight. Work-up: the resulting crystalline solid was collected by filtration, washed with EtOH (1 L), and dried to afford 880 g (90%) of the product as a yellow solid.
