Procedure
First, 803 mg of 7-fluoro-6-nitro-1-(n-propyl)-1,4-dihydroquinoxaline-2,3-dione, 700 mg of 3-nitro-4-hydroxypyridine, and 365 mg of potassium hydroxide were allowed to react at 130° C. for 4.5 hours in dry dimethylsulfoxide in the same way as in Example 9 to give 1.059 g of 6-nitro-7-(3-nitro-4-oxo-4H-pyridin-1-yl)-1-(n-propyl)-1,4-dihydroquinoxaline-2,3-dione.
