Procedure
4,5-dichloro-o-phenylenediamine and diethyl oxalate were reacted by the procedure of Cheeseman [J.C.S., (1962), p. 1174] to obtain 6,7-dichloroquinoxaline-2,3-diol which was reacted with phosphorus oxychloride/phosphorus pentachloride to form 2,3,6,7-tetrachloroquinoxaline.
