To a solution of (2-methoxyphenoxy)malonic acid diethyl ester (10.0 g) and a 28% solution of sodium methoxide (3.83 g) in methanol (100 ml) is added urea (2.33 g) under warming, and the mixture is refluxed at 80° C. for 16 hours. After the reaction is completed, the solution is concentrated, and acidified with 10% hydrochloric acid. The precipitated crystals are collected by filtration, washed, and dried to give 5-(2-methoxyphenoxy)-2,4,6-trihydroxy-pyrimidine (7.10 g) as a crystalline powder.
