Procedure
HCl 4N (3 mL dioxane solution) was dropped into a solution of -[3-(4-fluoro-phenyl)-[1,2,4]oxadiazol-5-yl]-4-methyl-piperazine-1-carboxylic acid tert-butyl ester (0.312 g, 0.86 mmol) in methanol (8 mL) and the solution was kept under stiffing overnight at R.T. Evaporation of the volatiles under reduced pressure provided 2-[3-(4-fluoro-phenyl)-[1,2,4]oxadiazol-5-yl]-1-methyl-piperazine dihydrochloride as a white solid (0.285 g).
