Procedure
To a solution of ethyl 7-bromo-3,4-dihydro-3-oxo-6-trifluoromethylquinoxaline-2-carboxylate (120 mg, 329 μmol) in ethanol (4 ml) were added 1N aqueous solution of potassium hydroxide (1.32 ml, 1.32 mmol) and water (2 ml), and the mixture was refluxed for 30 minutes. After cooling with ice, the pH value was brought to 4 with 1.2N hydrochloric acid. The precipitate was collected by filtration, washed with water and then air-dried to obtain 91.0 mg of the title compound as yellowish brown powder. Yield 82%.
