That is, 1-formylpiperazine (IV) is reacted with ethyl acrylate to give a compound (V), and the resulting compound is treated with an oxidizing agent (e.g. hydrogen peroxide) preferably in the presence of a catalyst (e.g. sodium tungstate) to give 4-hydroxy-1-formylpiperazine (VI). The compound (VI) is hydrolyzed with hydrochloric acid to give 1-hydroxypiperazine dihydrochloride (III). ##STR7## wherein R and X are as defined above.
