tert-Butyl 4-(3-(4-fluorophenoxy)phenylcarbamoyl)-4-methylpiperidine-1-carboxylate from step A was treated with 4 N HCl in dioxane for 16 hours at room temperature. The product was isolated by filtration and washed with ether to afford the title compound (206 mg, 56% for two steps) as the hydrochloride salt. MS (ES+) [M+H]+=329.
