Adding 2-methyl tetrahydrofuran and the prepared magnesium-zinc-rare earth oxide composite catalyst into a reactor at the weight ratio of 100:0.5; opening a heating device to keep the temperature of rector constant at 120° C.; filling excessive CO2 into the reactor and controlling an absolute pressure in the reactor under 8.0 MPa; then performing a cycloaddition reaction between 2-methyl tetrahydrofuran and CO2 in the reactor for 30 minutes to obtain the reaction product, distilling the product to obtain 1,4-pentanediol carbonate, wherein the mole ratio of 2-methyl tetrahydrofuran to CO2 is 1:10, conversion rate of 2-methyl tetrahydrofuran in the cycloaddition reaction is 90%, and yield of the 1,4-pentanediol carbonate is 60%.
