6,7-Difluoro-1-(2-fluoroethyl)-1,4-dihydro-4-oxo-quinoline-3-carboxylic acid ethyl ester (7.74 g, 25.9 mmol) was mixed with aqueous 1N hydrochloric acid solution (300 ml), and heated to reflux for 2 hours. The reaction mixture was cooled, filtered, and the precipitate was washed with water and dried under vacuum to provide the title product as a white solid, m.p. 249°-251° (6.07 g, 22.4 mmol, 86% yield).
