To a solution of 2-hydroxyquinoline-4-carboxylic acid (1 eq.) in methanol (0.11 M) was added HCl (4 M dioxane solution, 1 eq.) and the resulting suspension was heated at reflux for 24 h. The reaction was quenched with sat. aq. NaHCO3 and extracted with EtOAc. The combined organic extracts were washed with brine, dried over MgSO4 and filtered. Concentration of the filtrate in vacuo afforded the title compound.
