4-Chloro-7-nitroquinoline (Ellis, J.; Gellert, E.; Robson, J. Aust. J. Chem. 1973, 26, 907) (1.8 g, 8.7 mmol) and 1-tert-butoxycarbonylpiperazine (5.0 g, 27 mmol) are reacted according to method A furnishing 0.36 g of the piperazine as brown oil after column chromatography with CH2Cl2-MeOH.
