The product of Step B was further treated with 4N HCl in dioxane, and removal of solvent furnished 3-(2-oxopiperazin-1-yl)isoquinoline-7-carbonitrile hydrochloride. The HCl salt was washed with aqueous sodium carbonate, and back extracted with CHCl3-IPA (3:1) to furnish the title compound.
