A reactor equipped with a stirring rod and a thermometer was charged with 683 parts of water, 11 parts of sodium salt of sulfuric acid ester of ethylene oxide adduct of methacrylic acid, manufactured by Sanyo Chemical Industries, Ltd.), 138 parts of styrene, 138 parts of methacrylic acid, and 1 part of ammonium persulfate. It was stirred at 400 rpm for 15 minutes, and a white emulsion was obtained. It was heated so that a temperature in the system was increased to 75° C. and reacted for 5 hours. Further, 30 parts of a 1-% aqueous solution of ammonium persulfate was added, and it was aged at 75° C. for 5 hours. Thereby, an aqueous dispersion liquid of a vinyl resin (a copolymer of styrene-methacrylic acid-sodium salt of sulfuric acid ester of ethylene oxide adduct of methacrylic acid) [Fine-Particle Dispersion Liquid 1] was obtained. [Fine-Particle Dispersion Liquid 1] had a volume-average particle diameter measured by LA-920 of 0.14 μm. A part of [Fine-Particle Dispersion Liquid 1] was dried, and a resin component was isolated.
