Procedure
A solution of 8-chloro-3-phenylcinnolin-4-ol (2.40 g, 9.3 mol) and POBr3 (10.0 g, 35 mmol) in DMF (100 mL) was heated to 50° C. for 2 hours. The reaction was poured into ice-water, adjusted to pH to ˜10 by diluted ammonium hydroxide and extracted with ethyl acetate. The combined organics were concentrated to yield 4-bromo-8-chloro-3-phenyl-cinnoline (1.40 g) as a pale yellow solid. MS m/z 321, 323 [M+H]+;
